Activity review

An Information Society Development Committee is a public sector organisation, performing planning, organisation and coordination activities in the processes of information society development. The main functions of ISDC are to take part in the formation of state information society development in the Republic of Lithuania policy and coordination of its implementation; in accordance with information society development planning documents approved by the Government of the Republic of Lithuania, to coordinate the development of information society in the state – to assure equal possibilities for all persons being in Lithuania to use information and electronic communication technologies and electronic content, to promote the communication between natural and legal persons and state and municipal institutions and establishments by electronic means, to increase the accessibility to the public services by electronic means and Lithuanian residents‘ competence in the area of ICT usage; to coordinate the implementation and development of electronic content, ICT infrastructure and ICT innovations.

Challenges

The delivery of public services, during delivery of which several institutions take part, under a “single window” principle is impossible without interoperability between developed systems, i.e. without solving the exchange of data among state institutions on the basis of integration infrastructure.

It is required to establish one format and method. Such model allows managing the e. public service infrastructure in a centralized manner, coordinating e. public service delivery processes. All entities, participating in the processes of administrative and public services delivery, use one data exchange format and data exchange interface that allow receiving data from different information sources, processing them in the process of public e. service delivery. A unified system would assure e. public service delivery in electronic environment, would promote electronic services development and enable to deal with other challenges concerning state management more effectively.

The most effective way of providing electronic public services to the residents and business – to create an electronic service central (state) portal that as a participant of data exchange through a unified interface would become an intermediate between business (economic) entities, residents and institutions providing services.

  • Electronic Directory Services

The possibility to include electronic services of institutions into the Electronic Directory Services and to provide service recipientswith a reference to the electronic services the order of which would be performed in the Service Provider System.

  • Identification & Authentification Services 

The possibility to receive an identification service for the users of the Service Provider System by choosing the most acceptable identification / authenticationmethod from several different options.   

  • Payment Component Services

The possibility to pay for the electronic services using the payment functionality and electronicbanking systems. 

  • Data Exchange Platform Services

The possibility for the public administration institutions to obtain data for the provision of electronic services using a unified and centralizeddata source and standardized technology. 

  • Electronic Monitoring Services    

The possibility toinitiate a monitoring procedure of the electronic  services provision using this system , however, to perform services both in the Service Provider System and Interoperability Infrastructure for Information Systems of Public Administrations (VAIISIS).

  • Implementation of Electronic Services

The possibility for the institutions to implement the provision of electronic services within the Interoperability Infrastructure  for Information Systems of Public Administrations (VAIISIS)using the functionality of the system.  

Electronic Documents Signing

The possibility to sign electronic documents using this system.  

Results

The data exchange system or electronic media enabling institutions using different information systems to organise and perform data interexchange effectively and provide more public services. This data exchange system helps to avoid uncoordinated and duplicated tasks when organising public service delivery.

A data exchange platform has been developed and e. service portal www.govonline.lt (or www.epaslaugos.lt), in which devices enabling the centralised identification of a person, performance of payments for delivered services, ordering of electronic services and monitoring of their delivery process, has been updated.

Since January 2009 the system may be used by all institutions wishing to use it and the citizens are able to use new services transferred into an electronic environment during project performance in the new portal.
