System idea

The EU Structural Assistance website was introduced and started functioning in early December 2006.

The purpose of the EU Structural Assistance Website is to provide the most relevant information about the EU structural assistance in one place for the public, existing and potential applicants, project implementers, beneficiaries of assistance and public opinion leaders.

Objectives of the website

When developing the website aims were to:

  • convey the dynamics of assimilating EU assistance;
  • describe the benefits of assimilated EU assistance for the society and for specific individuals;
  • provide concentrated information about the opportunities to use EU assistance;
  • provide links to effective revisions of all EU structural assistance-related legislation;
  • help visitors to find required information fast and easily.

The website clearly breaks down information into groups according to visitor needs.

The EU Assistance Website is an inter-institutional project, which unites bodies for the common goal. The management system of the website’s content is handled by the Ministry of Finance and by employees at intermediate and implementing authorities, who posses administration rights for specific sections of the website. The information managed by each authority is accessible from the common website and from its section devoted to the respective authority.

The website has a visitor feedback system Questions and Answers with the functionality of forwarding the question to a different authority. This solution ensures that the questions asked by the user will reach the required authority able to provide best assistance.

The website has an implemented integration with the SFMIS system. Now that this integration is implemented, the website can provide latest information about received and currently evaluated applications and projects in progress. Visitors can search for received and currently evaluated applications and for projects in progress at different layers. These data are core for raising public awareness of the progress of implementing assistance programmes.

The website’s content management system includes convenient classification and imaging of information, and it provides the opportunity to sort information and to perform simple and advanced searches. The content management system is adjusted to posting information under new themes: invitations to tender, application completion forms, information on project selection criteria.

Technological solution

The website content management system is developed using EMC Documentum technologies. Thanks to these technologies on the website you can:

  • Manage all types of files and information (electronic documents, photo and video material, etc.);
  • Develop, post, amend and supplement the information posted on the website;
  • Manage versions of posted information;
  • Accumulate posted information, archive it for long-term storage and destroy it on expiry of storage term;
  • Perform audits on the operation of the website and provide audit reports;
  • Ensure secure and authorised access for users to repository data of the website's content management system;
  • Ensure interaction with MS Active Directory authorisation tools;
  • Ensure that users can work on the website using popular web browsers.
