Challenges
Customs of the Republic of Lithuania is part of the European Customs Union and its information system has been related to the information systems of the European Commission and the other EU state members’ Customs authorities. It exchanges data with businessmen and other state entities and organizations at the National level. The main Project slogan – develop the system for the processing of Customs entries (SPCE), which would become integrated with the whole Customs information system part, perform data processing, entering and control.
SPCE encompasses these goods declaration procedures to the Customs Office and their Customs verification and engrossment:
- Preliminary information about import and export of all goods, which are imported into the Community customs area or exported from it by applying electronic means;
- Information, submitted in an electronic form or on paper, which is needed to perform the customs procedures related to temporarily stored goods;
- Import and export entries, submitted in an electronic form or on paper;
- Simplified entries, submitted in an electronic form;
- Additional and general entries, submitted in an electronic form.
Major Project part is SPCE, which consists of two functional components:
- Automated export system (AES), where the Export control system (ECS) is held the first system implementation stage;
- Automated import system (AES), where the Import control system (ECS) is held the first system implementation stage.
These system components encompass the main functioning for the processing system of entries (except transit).
The second group of the system functional components is the general activities and technical services. These services are intended to functioning of SPCE software. However, they will be able to be used for other systems operating at the Customs of the Republic of Lithuania in the future.
Solution
Customs entries and other data are sent as electronic messages from any businessman‘s program through B2B interface or any businessman’s portal. Received messages are verified, entered into the document storage and directed into an appropriate import/export sub-system arranging messages. By processing an entry, feedback information is sent to any commercial subject on the basis of the essential process steps (by granting an identification number, adopting a decision regarding verification, delivery to perform a procedure or completion) and it is saved at the documents storage simultaneously. Such implementation of the process lets businessmen nearly immediately get information about their entry processing status.
Engrossment of generally characterized customs entry does not restrict only to one Customs activity sphere or a geographical activity territory. The information obtained during the entry engrossment is usually exchanged with the Customs offices of Lithuania and other EU member states. It is performed with the help of CCN/CSI interface and B2B control interface by sending messages to other Customs or offices or receiving them from the other Customs or offices.
Documents are stored at the storage of documents in a centralized manner, so appropriate documents may be exchanged with other systems. SPCE has been integrated with these systems of the Customs of the Republic of Lithuania:
- RIKS – Risk Assessment and Control System;
- LITAR – integrated Tariff of the Republic of Lithuania;
- LMTS – Customs Transit System of Lithuania;
- MAKIS – Tax Accounting and Control Information System;
- TKS – System of Tariff Quotas;
- MAPS – Tax Calculation and Verification System.
Outcomes
SPCE implementation has enabled the Customs of the Republic of Lithuania to execute its obligations to the European Commission by implementing electronic Customs initiative, facilitated goods declaration to the Customs and their Customs verification and engrossment procedures, expanded accessibility of these services to the commercial subjects of Lithuania and the EU, implemented this service in electronic environment.
The system for the processing of Customs entries, whose main functional components encompass/are going to encompass:
- Automated export system (AES), including Export control system;
- Automated import system (AES), including Import control system;
- Businessman’s portal.
